In Qatar, fire and life safety in buildings is regulated by the General Directorate of Civil Defence (QCD) under the Ministry of Interior. Its Civil Defence Technical Requirements Guide sets the fire and life safety requirements, and QCD acts as the authority having jurisdiction.
The guide adopts NFPA codes and standards as its principal reference, with its own local rules taking priority where the two differ. The Ministry launched the updated guide in March 2022, replacing the 2015 Fire Safety Guidelines (The Peninsula).
