Civil Defence Fire Company Categories in the UAE Explained

UAE Civil Defence (also written Civil Defense) licenses fire and life safety companies by category. For fire alarm and firefighting contractors, the three that matter most are A, B and C. The difference is how many engineers and technicians the company must register, and how high and how big a building it may work on.

⚠️ Check first: This article follows my 2024 video, which is based on the UAE Fire and Life Safety Code of Practice 2018. Civil Defence rules are updated, so confirm the current requirements with Civil Defence before you apply, bid or plan your staffing.

On site, this question comes up more often than people expect: is this contractor allowed to work on this building at all? The answer sits in the company's Civil Defence category. Here is how I explain it to engineers.

What are Civil Defence fire company categories?

The UAE Fire and Life Safety Code of Practice 2018 covers the responsibilities of everyone involved in a building's fire safety, including the companies that install and maintain the systems. In that part of the code, I count eight categories of companies that need a Civil Defence licence.

Categories A, B and C are the ones for companies that install and maintain fire alarm, firefighting and other fire protection systems. Two things separate them: the minimum number of registered engineers and technicians, and the limits on building height and area.

Category A, B and C: staffing and building limits

This is the comparison I show in the video. Read it as a guide to how the system works, and check the current numbers with Civil Defence.

CategoryEngineers (electrical + mechanical)Technicians (electrical + mechanical)Buildings it may work on
Category A3 + 312 + 12Any height and any area
Category B2 + 28 + 8Up to 46 m high and 15,000 m² in area
Category C2 + 24 + 4Up to 23 m high and 6,500 m² in area

Figures as presented in our 2024 video, based on the UAE Fire and Life Safety Code of Practice 2018. Confirm the current values with Civil Defence.

"Electrical or equivalent" and "mechanical or equivalent" means the engineer or technician holds that discipline or an equivalent one, registered with Civil Defence.

How to use the categories on a real project

Category A has no height or area limit. A 50-storey tower, a large mall or a landmark high-rise needs a Category A company.

Categories B and C have two limits: height and area. Check both against the drawings. A low building with a very large floor area can still be outside the limit of a smaller category.

💡 Tip: At tender stage, ask for the contractor's current Civil Defence certificate. Check the category against the building height and total area in the drawings before you award the work.

For engineers looking for a job, the category also tells you a lot about a company: its size, its team and the type of projects it can take.

Annual renewal and keeping your category

The company's Civil Defence certification is renewed every year. At renewal, the company must still meet the staffing requirement for its category.

If registered engineers or technicians leave and are not replaced, the company can be downgraded to the next lower category. That can stop it from bidding on the buildings it worked on before.

💡 Site advice: When an engineer or technician resigns, register the replacement early. Do not wait for the renewal date to find the gap.

Civil Defence company category FAQ

What is the difference between Category A, B and C fire companies in the UAE?
The minimum number of registered engineers and technicians, and the building limits. Under the 2018 code, as explained in our video, Category A has no height or area limit, Category B is limited to 46 m and 15,000 m², and Category C to 23 m and 6,500 m². Confirm the current rules with Civil Defence.
Can a Category C company work on a high-rise tower?
Not under the limits shown in our video. Category C is limited to buildings up to 23 m high and 6,500 m² in area, so a high-rise tower needs a higher category. Check the current rules with UAE Civil Defense.
How often is the Civil Defence company certificate renewed?
Every year. The company must keep the required engineers and technicians registered, or it can be downgraded to a lower category.
